Parm, otherwise known as the Spinning Town, is a city in the Erebonian Empire. It is famous mainly for the large number of windmills that dominate the city's skyline. The city is located in the Province of Sutherland in Southern Erebonia, and falls under the jurisdiction of the House Hyarms.

During the first field study in Chapter 1: Uncoventional Studies, Parm serves as the field study location for Class VII's Team B. This included Jusis Albarea, Machias Regnitz, Emma Millstein, Fie Claussell, and Gaius Worzel. Outside of this, the city is never visited by the player.
